    Finally got it after a lot of trial and error.

    SPOILER

    Top 9 rows, and row 11 are symmetrical. A sort of diamond jewel shape extends from the 4 in row 11. There is also an eighth note in the bottom right section; The length of the 4 starts at R20/C8.

    I guessed for the entire puzzle... It would be difficult if you didn't know what a treble clef looks like. The end picture is nice though. :)

    Knowing what a treble clef looks like doesn't help. looks nothing like a treble clef.
