It looks like a color reduced image instead of pixel art, so it's really noisy and the end result doesn't look much like a picture. It's mostly logical, so it's not frustrating to complete, but it's not very fun either, as it feels like solving a randomly generated puzzle. I think to improve the creator should start with something less realistic and more cartoony or iconized, so that the form is solid and easier to understand in only 2 colors. I think it's easier to tweak something like that to be completely logical too.
