    It's fully symmetrical, as you can see from the numbers. hint: start with the 11's, which connect.

    Just because numbers appear symmetrical, doesn't mean the puzzle actually is symmetrical--for example, this one is not "fully symmetrical" only symmetrical on the vertical axis--and even assuming symmetry you have to make a 50/50 guess in the corners.
