NesstheBest426, too late to recognize it was not logical. Now you could, at least give some hints to solve this. I had tried for long time and got some different solutions. But, Unfortunately all wrong ones. No problem to have hard puzzle. The problem is not logical ones.

Sorry should read

The top corner r1-c1 to r10-c10 are symmetrical.
The 4s in r11 & 13 start in c7.
And all black squares touch another.
