    For all the loose 1's, they go in:
    C1, R9,
    C2, R8 and R18,
    C3, R8 and the 2 in R18-19
    C4, R8 and R20
    C13, R12 and R21
    C14, R12 and R22
    C15, R12 and R23
    C16, R11 and R24
    C17, R23
