A bad puzzle with multiple solutions. I spent 90% of the solving time guessing.

Hints: 1. Assume kind of general symmetry.
2. Last remaining 8 pixels are 2 diagonals of 4 pixels each. I'll give the top two coordinates: R8C5, R7C21.

The symmetry misleaded me but found the way.

Thanks. I finally solved it!
It's almost symmetrical.
Hints: 1. the 5 in the first row is exactly in the middle. It's the crown.
2. The 2s are R1C7-8 and R1C13-14. It's the top of each wings.
3. All three "6s" in the middle are R12-17.

Extra hints:

PurpleGirls second hint for the 2's in row 1 has a typo - the 2's are in C7-8 and C18-19

The 3's in R3 & 9, and C10 & 16 form a circle/head for the angel

Diagonal lines in the wings made up of single dots:
R8 C5 - R11 C8
R10 C18 - R7 C21.
