I'm so terribly stuck with the 2's in the 3rd row..... i must be missing something.

4th row.....

Start drawing a symmetrical face from bottom to the top. This is not a Hanjie but a lesson in drawing. And a woman without nose and moustache...

C6 & c20 in r17 are empty - with this I was able to finish it.

The eyes... The eyes were getting me. Thanks to Joe Tramp for the hint, but I'm going to add an extra hint.

Hint:
R7 has two 8s. They are two tiles from the sides.
This woman has eyelashes that curve up and in.
The hair connects to a point on C13R7.
