Birmingham used to straddle Warwickshire and Worcestershire but in 1974 to get rid of this administrative inconvenience the "county" of West Midlands was created taking in the whole of Birmingham, Coventry from Warwickshire and Wolverhampton from Staffordshire, tearing up historic counties. They even renamed Staffordshire Salop until it was overturned in 1980. I'm sure it made sense to the government at the time as for sure it never made sense to the people.
