Guessed first time but no logic involved.

Use L|R symmetry.

Not at all logical but a decent picture.
One big circle around the outside for the face and hands. Then the eyes are two smaller circles R6-R11, C3-C8 (use symmetry) and the 3s in Cs 7 and 11 join up the 2s in R 12 and 16 to form the mouth.

It would seem that there are Hanjes being loaded as logical puzzles. I think there should be other users checking them before they're posted, so that others don't waste valuable time in trying to work out ILLOGICAL puzzles.!!!!
