This is not a hanjie puzzle. More hints or spoilers are needed to complete this picture.

The 4 in C10 is very likely in r1-4 or 2-5, amaterasus left side of the head

the antennas of issun arnt symmetrical in the game so my guess is that somethings wrong there(top left) on tesseas attempt, not that i can find anything that looks better
the block on the right should be shaped like the tip of a brush

i just keep running into contradictions and am too frustrated right now.

I'm 90% certain that this puzzle is partially based on this image (https://img00.deviantart.net/2836/i/2013/230/3/5/okami__chibiterasu_by_aenea_jones-d63po4e.png). Hopefully this helps get this thing solved.

Thanks for that Siz16,it showed where I made errors.
    Now to the hints.
Take my posted image and move c5-r14 down 2 spaces.
The top 3 in c6 also has to drop 2.
    C7 the top 1 drops 1 and the 5 starts in r11.
    C9 both 2's drop 1 space.
    C11 the 2 drops 1.
C24 the top 5 moves up one.
That's corrected my initial image now.
    Fill in c8-r9, c12-r5/r12, c13-r11/r13/r15, c14-r1/r3/r5/r16, c15-r4/r7 and c19-r8.

^It's c8-r8 for the bottom line in Teesea's hints. Thanks Teesea! I wouldn't have solved it without you.
