Quite a mess of a puzzle this one. Here are some hints.
The two 5's both start in row 1. These form the outline of the fingerholes of the scissor. The lonesome 1 in row 7 goes in column 8 and forms the middle where the two blades converge. Keep an X shape in mind when solving the puzzle. Above your final image will be 4 dots aligned in a "star-shape". Note that the image loses symmetry in C4.
