This one's a goalkeeper saving a ball.
The ball is in the top left. His body stretches top left to bottom right - one arm is over his head, stretching towards and parallel with the ball.

Few more hints for anyone who struggled like I did.

Arm over head: R4C8-C12, C13R5-R7
Head: R6C10-C11, R7C10-C11
Left arm: R8C6-C7, R9C8, R10C9-C10

Bottom spells out "GOAL"
The 4 in R17 is C17-C20, and the 1 below that is C20.

That should help you figure it out from there.

That was difficult. I tried to do this puzzle many times but could only finish it using the hints LeraDraco69 gave.
