    Judging by where the 2's are in the columns I'd guess the 8 in r1 starts in c9. Follow that round using the end numbers to make a circle.

    For the middle your guess is as good as mine.

    Helps to assume the space in the middle of the inside circle is completely blank (like the hole in an actual donut)
